Mayor Scott Schertzer
Mayor Scott Schertzer was re-elected as Mayor of the City of Marion in November 2015, with his third term commencing on January 1, 2016. Prior to being elected as Mayor, Mr. Schertzer served the City of Marion as an At-Large City Councilman for nine years.
Before taking his first oath of office as Mayor in 2008, Mr. Schertzer was an educator in Marion County for thirteen years. He also worked for Mary Ellen Withrow in the Treasurer of the State of Ohio office as well as Sherrod Brown in the Ohio Secretary of State’s office.
Mayor Schertzer is a graduate of Ridgedale High School and the University of Toledo, where he received his Bachelors Degree in Social Studies Education.
Mayor Schertzer currently serves on the Marion Area Convention and Visitors Bureau Board, Marion CANDO! Board, Marion City Schools Digital Academy, Downtown Marion Advisory Board, Marion County General Health District Advisory Council, Marion City/County Emergency Management Agency, and Marion County Workforce Policy Board. His other community involvement includes Heart of Ohio Mentoring (formerly Big Brother/Big Sisters), Marion County Historical Society, and Saturday in the Park.
Mayor Schertzer and his wife, Ann, have two daughters, Sydney and Olivia.
Director of Public Safety
Tom Robbins
The Director of Public Safety is appointed by the Mayor. The major duties of the Director of Public Safety include: planning and administering public safety activities of the city, responsible for the activities of the police, fire, parks, recreation, and senior center departments, develops policy and directs and coordinates human resources activities related to the departments overseen.
Tom Robbins was appointed as the Director of Public Safety on January 1, 2008. He has served the Citizens of Marion for thirty-six years. In the first thirty-two years Mr. Robbins worked for the Marion City Police Department and held the positions of Communications Officer, Patrol Officer, Sergeant, Captain, and retired in 2007 at the rank of Major.
Mr. Robbins is a graduate of the Marion Police Academy, Northwestern University School of Staff and Command, The Ohio State University Police Executive Leadership College, and the FBI National Academy in Quantico, Va. In 2007, Mr. Robbins served as a Regional Coordinator for Ohio Homeland Security with responsibilities for the northwestern section of Ohio and the Lake Erie Region working with federal, state, and local agencies in coordinating the collection and dissemination of sensitive Homeland Security related information.
Mr. Robbins currently serves on the Board of Directors for the Marion YMCA, as well as the Marion Area Counseling Center and serves as the Secretary of the Ohio Association of Public Safety Directors. He is a Past President of the United Way of Marion County.
Mr. Robbins resides in Marion County with his wife, Terry. They have two children and two grandchildren.
Director of Public Service
Randy Caryer
The Director of Public Service is appointed by the Mayor. The major duties of the Director of Public Service include: planning and administering public service activities of the city, responsible for the activities of relating to sewer systems, garbage, refuse collection, airport, transit, engineering, building maintenance, human resources, street maintenance, landfill closure and continued monitoring, solid waste disposal, and all other public works activities, develops policy and directs and coordinates human resources activities related to the departments overseen.
Randy Caryer was appointed to the position of Director of Public Service on April 6, 2016. He served as a police officer for the City of Marion for 34-1/2 years. During his career with the Marion City Police Department, he served as a Patrol Officer, Detective, Sergeant, Lieutenant, Major and Interim Chief of Police before retiring from the Police Department in April of 2014.
Mr. Caryer graduated from River Valley High School in 1976 and then from North Central Technical College with an Associate Degree in Law Enforcement. He completed his basic police training at the Ohio Highway Patrol Academy. His advanced training includes graduating from Police Executive Leadership College (PELC), The Marion Area Leadership Program, and the FBI National Academy in Quantico, Virginia in 2010.
Mr. Caryer resides with his wife, Shannon, in the Morral area. They have two daughters and four grandchildren.
Director of Public Works
Jim Bischoff
The Director of Public Works is appointed by the Mayor. The major duties of the Director of Public Works include: planning and administering public works activities of the city, responsible for the activities of relating to sewer systems, garbage, refuse collection, engineering, street maintenance, landfill closure and continued monitoring, solid waste disposal, and all other public works activities, develops policy and directs and coordinates human resources activities related to the departments overseen.
Jim Bischoff was appointed as Director of Public Works on May 10, 2016. He has served the citizens of Marion for a combined six years, having previously served as the City Engineer and Assistant City Engineer before accepting a job in the private sector. Mr. Bischoff’s experience includes over 15 years of engineering experience in both private and public sectors, with a diverse background in engineering design, estimating and project management.
Mr. Bischoff obtained a degree in civil engineering from Ohio Northern University and is a registered Professional Engineer.
Mr. Bischoff resides in the Kenton, Ohio area with his wife, Joy. They have three children.
