CAPITAL IMPROVEMENTS PROGRAM
Engineering staff manages the City's Street Capital Improvements Program (CIP) and the Storm & Sewer CIP.  The Street CIP consists of standard milling and filling of asphalt streets.  Funding is obtained from Ohio Public Works Commission, county municipal auto tax, and a percentage of collected income tax.

Storm and Sanitary capital improvement projects are typically funded thru the Ohio Public Works Commission, storm water utility, sanitary improvement funds, and annual note sales.  The City typically follows a “complete street” replacement program for projects initiated by storm and sanitary improvements.

There is not a prequalification process for contractors to bid CIP projects. However, the City will investigate a contractor's financial stability and ability to perform upon successful bid.

RESIDENTIAL & COMMERCIAL DEVELOPMENT
The Engineering Department oversees all public works infrastructure on private development projects.  Staff reviews plans and inspects construction for streets, drainage, and sewer.  All right of way permits are reviewed by the Engineering Department for compliance with public works standards.

ENGINEERING CONSTRUCTION INSPECTIONS
Engineering Construction Inspectors oversee field work for all public works infrastructure.  Marion generally follows the Ohio Department of Transportation Construction Practices.  However, the City of Marion "Standard Construction Details" contain many requirements that clarify or supercede the ODOT or City of Columbus specifications.  Additionally, for a detailed listing of materials testing policies, please see the "Material Testing Policy."
