2017-64 Contract with Hazen & Sawyer for WWTP Design

ORDINANCE AUTHORIZING AND DIRECTING THE PUBLIC WORKS DIRECTOR TO ENTER INTO CONTRACT WITH HAZEN AND SAWYER.  FOR DESIGN AND CONSTRUCTION ENGINEERING SERVICES FOR THE WATER POLLUTION CONTROL CENTER ENHANCE PROJECT FOR THE CITY OF MARION, OHIO, APPROPRIATING NECESSARY FUNDS, AND DECLARING AN EMERGENCY

WHEREAS, The City of Marion has been renegotiated its Combined Sewer Overflow Long Term Control Plan (CSOLTCP) with the Ohio Environmental Protection Agency in excess of 3 years to achieve an affordable plan to be in Compliance with the Clean Water Act, and

 

WHEREAS, A Request for Proposal process was conducted, and 4 firms responded.  Hazen and Sawyer was determined to be the most qualified firm after the RFP process.

 

BE IT ORDAINED BY the Council of the City of Marion, Marion County, Ohio:

 

Section 1.  That the Director of Public Works be directed to enter into contract with Hazen and Sawyer for an amount to be negotiated that will not exceed those funds provided by the Water Pollution Control Loan Fund at 0% interest.

 

Section 2.  That the cost of such contract shall be payable from the Water Pollution Control Loan Fund (0% interest loan), and Auditor is authorized and directed to appropriate the necessary funds.

 

Section 3.     That this ordinance is hereby declared an emergency measure necessary for the welfare of the City of Marion and the inhabitants thereof; and since the enhancements of the Water Pollution Control Center will have significant impact to the collection system and the Ohio Environmental Protection Agency’s permitting requirements; and as such, shall take effect and be in force immediately upon its passage and approval by the mayor, provided that it receives the affirmative vote of two-thirds of all members elected to Council: otherwise it shall become effective from and after the earliest period allowed by law.
