2017-47 Cont. with Park for Senior Ctr. Paving & Pickleball

ORDINANCE AUTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC SERVICE TO ENTER INTO CONTRACT WITH PARK ENTERPRISE CONSTRUCTION CO., INC. FOR THE FY 2016 CDBG MARION SENIOR CENTER PAVING & PICKLEBALL COURT PROJECT AND DECLARING AN EMERGENCY

WHEREAS, Ordinance No. 2016 - 71 authorized bidding of the FY 2016 CDBG Allocation Grant for the Marion Senior Center Paving & Pickleball Court Project, and

WHEREAS, after being publicly advertised, advertised statewide in plans rooms, and holding a pre-bid meeting with three interested contractors only one bid was received, and

 

WHEREAS, Park Enterprise Construction Co., Inc. bid was lowest and best for the base bid of repairing and sealing the parking lot and converting the tennis courts in to pickleball courts a bid of $64,934.03 which is below the engineer’s estimate of $65,000, and

WHEREAS, the FY 2016 CDBG Formula Allocation grant has $65,000 budgeted for the Marion Senior Center Paving & Pickleball Court Project,

BE IT ORDAINED by the Council of the City of Marion, Marion County, Ohio:

Section 1.        That the Director of Public Service be directed to enter into contract with Park Enterprise Construction Co., Inc. for the Marion Senior Center Paving & Pickleball Court Project in the amount of $64,934.03.

Section 2.        That said contract shall be payable from the Community Development Block Grant FY 2016 Formula Allocation grant and Pool Budget

Section 3.     It is desirable to start the work promptly during asphalt production season and complete the project before the grant ends December 31, 2017.

Section 4.        That this ordinance is hereby declared an emergency measure necessary for the welfare of the City of Marion and the inhabitants thereof: and as such, shall take effect and be in force immediately upon its passage and approval by the mayor, provided that it receives the affirmative vote of two-thirds of all members elected to Council: otherwise it shall become effective from and after the earliest period allowed by law.
