MARION CITY COUNCIL MEETING

City Hall – Council Chambers on August 14, 2017, 7:30 PM

ROLL CALL - 9 members answered – Mr. Cumston, Mr. Ratliff; Mr. Thomas, Ms. Blevins, Ms. Cunningham, Mr. Huddle, Mr. Norris, Mr. Daniels, Ms. Fisher; Ms. Gustin is absent.

Summary of Proceedings from July 24, 2017 – Mr. Cumston moved to approve, Mr. Thomas 2nd. Roll call: Ayes all, motion carried. Summary is approved.

OLD BUSINESS:

ORDINANCE 2017-43:

ORDINANCE CLARIFYING AND MODIFYING marion city code SECTION 943.19 TITLED EXEMPTION OF SENIOR CITIZENS AND DISABLED PERSONS FROM PAYMENT OF CHARGES RELATING TO DOMESTIC REFUSE AND RUBBISH COLLECTION TO PROVIDE FOR NECESSARY UPDATES IN THE CITY OF MARION

      Mr. Daniels asked Mr. Caryer to clarify this. Mr. Caryer said the old rate was set at a reduced rate of 16.00 by monthly making it 8.00/month. The billing back then was 32.00/bi monthly. Over time the billing has changed to monthly and increased a number of years ago, the city has been charging 11.00 which is 50% of the current billing. This change would bring it in @ 50% whether it was increased or decreased. Ms. Blevins asked about a possibility about lowering it for the seniors, but it couldn’t be done, we wouldn’t make enough money to cover the charges. Mr. Caryer said I’m not familiar with that. It covers Federal Guidelines for seniors. I wanted to make sure the City was following the guidelines. Mr. Daniels asked how do you determine? Mr. Caryer said the ordinance says it’s by the Federal Guidelines. It spells it out, you have to apply before December with a notarized affidavit every year. Ms. Blevins asked is it going to be in the bills letting them know they have to sign up each year. Mr. Caryer said he’d have to look into that.

NEW BUSINESS:

 

RESOLUTION 2017-13:

RESOLUTION CONFIRMING THE APPOINTMENT, BY THE MAYOR, OF DAVE STRZALKA TO SERVE AS THE FIFTH MEMBER OF THE BOARD OF DIRECTORS OF THE MARION PORT AUTHORITY

Mayor Schertzer spoke:  This is a joint appointment to the Port Authority. The Commissioners and myself have to agree on this position. The Commissioners already have appointed him. I ask for your consideration for Dave Strzalka this evening.

Mr. Cumston moved to suspend, Mr. Daniels 2nd. Roll call: Ayes all, motion carried.

Mr. Cumston moved to adopt, Mr. Huddle 2nd. Roll Call: Ayes all, motion carried. RESOLUTION 2017-13 IS ADOPTED

 

 

ORDINANCE 2017-44:

ORDINANCE AUTHORIZING THE CITY AUDITOR TO PAY A BILL FROM THE MARION MUNICIPAL AIRPORT PURSUANT TO SECTION 5705.41 (D) (1) OF THE OHIO REVISED CODE, AND DECLARING AN EMERGENCY

          Mr. Cumston said this came out of Finance with a 2-0 recommendation for approval, I move to suspend, Mr. Huddle 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to adopt, Mr. Norris 2nd. Roll call: Ayes all, motion carried. ORDINANCE 2017-44 IS ADOPTED

 

Matters not on the Agenda:

 

Mr. Huddle brought up the subject of the Overtime within the Fire Department. Can you give us an idea on why $150,000 in overtime. I thought that was quite a bit. I want to understand why it was so much.

Chief Deem spoke: There were a number of things that happened at the same time. Earlier – we had 4 people on paid leave, 3 of them are back. 6 people were in paramedic school – 4 of them graduated. We are not sending anyone else until 2018 maybe in the fall, if the money is there. We were short 3 firefighters. We were short 2 officers. The promotion took 6 months. What we’ve done since then, we changed shifts. Not sending to paramedic school. Mr. Huddle thank him.
