2017-45 Accept FAA 2017 Grant for Airport Project #25

ORDINANCE AUTHORIZING THE CITY SERVICE DIRECTOR TO ACCEPT FAA FY 2017 GRANT OFFER, Apply and accept odot matching grant, AND THE CITY AUDITOR TO APPROPRIATE FUNDS TO AIRPORT IMPROVEMENT FUND AT THE MARION MUNICIPAL AIRPORT, AND DECLARING AN EMERGENCY

 

            WHEREAS, The City of Marion has a grant offer of $107,613.90 FAA Grant known as AIP 3-39-0050-025-2017, Project 25.  Project 25 total cost $ 119,571.00.

 

            BE IT ORDAINED by the Council of the City of Marion, Marion, County, Ohio:

 

            Section 1.         That City of Marion Mayor or Service Director accept FAA Grant offer AIP 3-39-0050-025-2017, apply and accept ODOT Matching Grant.

 

            Section 2.         That the City Auditor is hereby authorized and directed to appropriate funds in the amount of $ 119,571.00 to Airport Improvement Fund 408.4007.5443, for Grant Administration/Engineering and Architectural Services for a New Terminal Building Design at the Marion Municipal Airport. The FAA 90 % share will be

$ 107,613.90, ODOT 5% share $ 5,978.55 and Marion City 5 % share will be $ 5,978.55.

 

            Section 3.         That the City of Marion is authorized to enter into Contract because of public advertising for Statement of Qualifications on  March 10, 2017, and being below Engineer’s estimate and the best qualified are:

 

 Contract I. – GPD Group LLC- for Architectural Services for Airport Terminal Building Design  $ 85,610.00.

 

G A Consultants for Engineering and Grant Administration $32,600.00.

           

Section 4.         That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

 

Section 5.  That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, welfare and safety of the City of Marion and the inhabitants thereof, and because the FAA requires to have this back by August 24, 2017, and as such, shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise it shall become effective from and after the earliest period allowed by law.
