2017-17 Contract for painting Pool @ Aquatics Center

ORDINANCE AUTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC SERVICE TO ENTER INTO CONTRACT WITH MARTIN PAINTING & COATING CO. FOR THE FY 2016 CDBG LINCOLN PARK POOL AND DECLARING AN EMERGENCY

WHEREAS, Ordinance No. 2016 - 71 authorized bidding of the FY 2016 CDBG Allocation Grant which includes the repair and painting of the Lincoln Park Pool and

WHEREAS, after being publicly advertised, advertised statewide in plans rooms, and holding a pre-bid meeting with three interested contractors one bid was received, and

WHEREAS, Martin Painting & Coating Co. bid was lowest and best for the base bid of repairing and painting the main pool submitting a bid of $28,895 which is below the engineer’s estimate of $30,000, and

WHEREAS, limited caulking repairs are also desired to be included in the contract as funds are available.

WHEREAS, the FY 2016 CDBG Distress grant has $16,500 budgeted for the Lincoln Park Pool, and the City’s pool budget has allocated 13,500 totaling $30,000 for the project.

BE IT ORDAINED by the Council of the City of Marion, Marion County, Ohio:

Section 1.        That the Director of Public Service be directed to enter into contract with Martin Painting & Coating Co. 2040 Longwood Ave., Grove City, OH 43123 for the Lincoln Park Pool in the amount of $28,895 with additional caulk replacement added as needed with a total contract price not to exceed $30,000

Section 2.        That said contract shall be payable from the Community Development Block Grant FY 2016 Formula Allocation grant and Pool Budget

Section 3.     It is desirable to start the work promptly to allow for sufficient time for repairs to cure, dry ad fill and regulate the pool in a timely manner prior to the pool opening.

Section 4.        That this ordinance is hereby declared an emergency measure necessary for the welfare of the City of Marion and the inhabitants thereof, and further reason is due to weather demands, and as such, shall take effect and be in force immediately upon its passage and approval by the mayor, provided that it receives the affirmative vote of two-thirds of all members elected to Council: otherwise it shall become effective from and after the earliest period allowed by law.
