2017-12 Architectural RFQ for Airport Terminal

ORDINANCE AUTHORIZING THE SERVICE DIRECTOR TO ADVERTISE FOR "STATEMENT OF QUALIFICATION" FOR ARCHITECTURAL SERVICES AND TO ENTER INTO AGREEMENT WITH THE SELECTED ARCHITECT(S) AS A RESULT OF THE FAA GRADING AND SELECTION PROCESS AND DECLARING AN EMERGENCY

          WHEREAS, the Service Director, in anticipation of receipt of FAA AIP 3-30-0050-025-2017 grant funds, is required to request statements of qualification and select an Airport Terminal Building Design Architect(s), and

 

           WHEREAS, funds payable for services provided by the selected Architect(s) available by anticipated FAA, ODOT and City of Marion matching grants totaling $77,400.00, with the approval and acceptance of grant funds by Marion City Council.

 

           BE IT RESOLVED by the Council of the City of Marion, Marion County, Ohio:

 

           Section 1.    City Council of Marion authorize the advertisement for "Request for Statement of Qualification" for Airport Terminal Building Design services.

 

           Section 2.    City Council authorizes Service Director to enter into agreement with the Airport Terminal Building Architect(s) selected as a result of the FAA recommended grading process.

 

           Section 3.      The FAA approximate 60% share will be $45,107.00, State 5% share $2,506.00 and Marion City approximate 35% share will be $29,787.00.         

 

           Section 4.    That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

 

Section 5.   That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, welfare and safety of the City of Marion and the inhabitants thereof, and as such shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise, it shall become effective from and after the earliest period allowed by law.
