2016-83 Contract Our Excavating for Blaine Ave Project

ORDINANCE AUTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC SAFETY TO ENTER INTO CONTRACT WITH OURS EXCAVATING FOR THE 2015 FY CDBG 219-221 BLAINE AVE. DEMOLITION PROJECT AND DECLARING AN EMERGENCY

WHEREAS, Ordinance No. 2016 - 51 authorized bidding of the demolition project in the FY 2015 CDBG Neighborhood Revitalization Grant (a.k.a. Distress Grant) which includes the demolition of 219-221 Blaine Ave., and

WHEREAS, after being publically advertised eight bid were received, and

WHEREAS, Ours Excavating bid was lowest and best for combined asbestos removal and demolition for a cost of $54,800 which is below the engineer’s estimate of $80,000, and

WHEREAS, the FY 2015 CDBG Distress grant has $80,000 budgeted for the 219-221 Blaine Ave. Demolition project, and

 WHEREAS, any unutilized demolition funds be transferred to other FY 2015 grant line items for additional infrastructure improvements within the Lo Do neighborhood as permitted by the grant agreement.

 BE IT ORDAINED by the Council of the City of Marion, Marion County, Ohio:

Section 1.     That the Director of Public Safety be directed to enter into contract with Ours Excavating, 4651 Co. Road 101, Mt. Gilead, OH 43338 in the amount of $54,800 for the 219-221 Blaine Ave. Demolition Project.

Section 2.     That said contract shall be payable from the Community Development Block Grant FY 2015 Distress grant.

Section 3.     It is desirable to start the demolition of the fire damaged, nuisance property as soon as possible for the safety of the neighborhood.

 Section 4.    That this ordinance is hereby declared an emergency measure necessary for the welfare of the City of Marion and the inhabitants thereof: and as such, shall take effect and be in force immediately upon its passage and approval by the mayor, provided that it receives the affirmative vote of two-thirds of all members elected to Council: otherwise it shall become effective from and after the earliest period allowed by law.
