2016-75 Pre-App for 2017 FAA Grant Funding for Airport

ORDINANCE AUTHORIZING THE CITY SERVICE DIRECTOR TO SUBMIT A PRE-APPLICATION FOR 2017 FAA GRANT FUNDING FOR THE MARION MUNICIPAL AIRPORT AND DECLARING AN EMERGENCY

WHEREAS, The City of Marion will apply for Grant known as AIP 3-39-0050-025-2017, Project 25 in 2017 totaling $77,400.00.

WHEREAS, FAA Grants 2013-2016 and proposed 2017 have all have been working towards Airport Improvements necessary for the future success of our Airport and to ensure The City of Marion’s eligibility for New Airport Terminal Building construction in 2018.   The FAA and State Division of Aviation require all pavement issues to be completed before they will consider funding a New Terminal Building.   The funding for New Terminal Building construction will be as such:

The FAA will pay for public use of New Terminal Building Project, approximately 60%, the State 5%, and The City of Marion will pay for administrative offices and conference room, approximately 35%. The City of Marion has money from sale of land in the Airport Industrial Park since 2013 earmarked to pay City of Marion’s portion of New Terminal Building Construction.

          BE IT RESOLVED by the Council of the City of Marion, Marion, County, Ohio:

Section 1.     The FAA has changed their time lines and reporting process in 2016 and require our Pre-Application for the 2017 FAA Grant to be submitted no later than December 1, 2016.

          Section 2.     The FAA approximate 60% share will be $45,107.00, State 5% share $2,506.00 and Marion City approximate 35% share will be $29,787.00.

         Section 3.     That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

Section 4.      That this Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, welfare and safety of the City of Marion and the inhabitants thereof, and as such shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise, it shall become effective from and after the earliest period allowed by law.
