2016-69 Contract with Burns & Scalo for 2015 CDBG

ORDINANCE AUTHORIZING AND DIRECTING THE SERVICE DIRECTOR TO ENTER INTO CONTRACT WITH BURNS AND SCALO OHIO, INC. FOR THE 2015 FY CDBG REC CENTER ROOF PROJECT AND DECLARING AN EMERGENCY

WHEREAS, Ordinance No. 2016 - 14 authorized bidding projects in the FY 2015 CDBG Neighborhood Revitalization Grant (a.k.a. Distress Grant) which includes repairing the leaking roof on the Recreation Center in the Lo Do neighborhood, and

WHEREAS, after being publically advertised and competitive solicitation only one bid was received in the amount of $10,953, and

WHEREAS, after several months of bidding and soliciting qualified contractors, it is desirable to accept the contract so that repairs can be made as soon as possible to minimize further interior water damage before winter weather occurs, and

WHEREAS, Burns and Scalo Ohio, Inc. Proposal was under the engineer’s estimate of $12,000, and

WHEREAS, the FY 2015 CDBG Distress grant has $12,000 budgeted for the Rec Center Roof project, and

BE IT ORDAINED by the Council of the City of Marion, Marion County, Ohio:

Section 1.        That the Service Director be directed to enter into contract with Burns and Scalo Ohio, Inc., 2148 Innovation Drive, Marion, OH 43302 in the amount of $10,953 for the Rec Center Roof Project.

Section 2.        That said contract shall be payable from the Community Development Block Grant FY 2015 Distress grants.

Section 3.     It is desirable to start the repairs as soon as possible to prevent further deterioration of the building.

Section 4.        That this ordinance is hereby declared an emergency measure necessary for the welfare of the City of Marion and the inhabitants thereof: and as such, shall take effect and be in force immediately upon its passage and approval by the mayor, provided that it receives the affirmative vote of two-thirds of all members elected to Council; otherwise it shall become effective from and after the earliest period allowed by law.
