2016-59 Approp. Funds to Airport Improvement Fund

ORDINANCE AUTHORIZING THE CITY AUDITOR TO APPROPRIATE FUNDS TO AIRPORT IMPROVEMENT FUND AT THE MARION MUNICIPAL AIRPORT and declaring an emergency

            WHEREAS, The City of Marion has a grant offer of $128,241.00 FAA Grant known as AIP 3-39-0050-024-2016, Project 24.

            BE IT ORDAINED by the Council of the City of Marion, Marion, County, Ohio:

            Section 1.       That City of Marion Mayor or Service Director accept FAA Grant offer AIP 3-39-0050-024-2016 and matching ODOT funding of 5%.

            Section 2.       That the City Auditor is hereby authorized and directed to appropriate funds in the amount of $128,241.00 to Airport Improvement Fund 408.4007.5443, for Airport Crack Seal, Joint Repair and Remarking of Runway 13/31, Taxiways A, B, C, D, E, F and relocation of Runway Guidance Sign at the Marion Municipal Airport. The FAA 90% share will be $115,416.00, State 5% share $6,413.00 and Marion City 5% share will be $6,413.00.

            Section 3.       That the City of Marion is authorized to enter into Contract as a result of public advertising and bid opening on June 16, 2016, and being below Engineer’s estimate and the best and lowest bids are:

 Contract I. - Crack seal and joint repair to be awarded to PS Construction Fabrics, Wadsworth, Ohio, in the amount of $55,300.00.

Contract 2 - Re-marking to JJ Cunningham, LLC, Clark’s Summit, Pennsylvania, in the amount of $23,636.40.

HEA Services, Marion, Ohio for guidance sign relocation, in the amount of $6,600.00.

G A Consultants for Engineering and Grant Administration $41,300.00.

           Section 4.       That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.

Section 5.       That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, welfare and safety of the City of Marion and the inhabitants thereof, and as such shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise, it shall become effective from and after the earliest period allowed by law.
