ROLL CALL – 7 members answered – Mr. Cumston, Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Ms. Cunningham, Mr. Osborn, Dr. Gray.

Mr. Cumston moved to excuse Mrs. Gustin, Mr. Norris and Mr. Daniels, Mr. Ratliff 2nd. Roll call: Ayes all, motion carried. Mrs. Gustin Mr. Norris, and Mr. Daniels are excused.

Summary of Proceedings from January 11, 2016 - Mr. Cumston moved, Mr. Thomas 2nd. Roll Call: Ayes all, motion carried, Summary of Proceedings is accepted.

 

Mr. Ratliff moved to add 4 Ordinances to tonight’s Agenda: 2016-04; 2016-05; 2016-06; and 2016-07; Mr. Cumston 2nd; Mr. Thomas 3rd. All 4 ordinances are placed onto tonight’s agenda.

 

NEW BUSINESS:

 

RESOLUTION 2016-04:

RESOLUTION AUTHORIZING THE AUDITOR TO TRANSFER APPROPRIATED GENERAL FUND MONIES TO PARKS, TRANSIT, POLICE, FIRE AND DISPATCH AND ANY OTHER FUNDS APPROVED BY COUNCIL FOR THE YEAR ENDING DECEMBER 31, 2016

          Mr. Cumston noted that this came out of Finance with a 2-0 recommendation for approval, I’ll ask for a 1st reading tonight.

RESOLUTION 2016-04 HAS HAD ITS 1ST READING

 

RESOLUTION 2016-05:

RESOLUTION AUTHORIZING PARTICIPATION IN THE OHIO DEPARTMENT OF TRANSPORTATION COOPERATIVE PURCHASING PROGRAM, AND DECLARING AN EMERGENCY

          Mr. Cumston noted that this came out of Finance with a 2-0 recommendation for approval, I’ll ask for a 1st reading tonight.

RESOLUTION 2016-05 HAS HAD ITS 1ST READING

 

RESOLUTION 2016-06:

RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO APPLY TO THE MARION COUNTY COMMISSIONERS FOR MONIES DERIVED FROM THE AUTOMOBILE LICENSE TAX, AND DECLARING AN EMERGENCY

          Mr. Thomas stated that this came out of Streets & Sewers with a 3-0 recommendation for approval, this is for the permissive auto tax to be applied on your license, to help the City with street paving; Mr. Osborn said it has to be submitted by the first Monday in February of each year. Mr. Bishop said it’s on February 2. Mr. Thomas said he’ll ask for a special council meeting later. I’ll ask for a 1st reading tonight. RESOLUTION 2016-06 HAS HAD ITS 1ST READING

 

RESOLUTION 2016-07:

RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY OF MARION, OHIO TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT PROGRAM AND TO EXECUTE CONTRACTS AS REQUIRED, AND DECLARING AN EMERGENCY

Mr. Thomas stated that this came out of Streets & Sewers with a 3-0 recommendation for approval, we’ll have a first reading tonight. RESOLUTION 2016-07 HAS HAD ITS FIRST READING

 

RESOLUTION 2016-08:

RESOLUTION CONFIRMING THE APPOINTMENT, BY THE MAYOR, OF SCOTT CRIDER, AS A MEMBER OF THE MARION CITY DESIGN REVIEW BOARD

Mayor Schertzer spoke: Most of know Mr. Scott Crider, he previously served on this particular board. He is qualified and he has enjoyed serving as this committee. He is filling a better slot with his qualifications as an historic preservation person. RESOLUTION 2016-08 HAS HAD ITS FIRST READING

 

ORDINANCE 2016-08:

ORDINANCE MAKING AN ADDITIONAL APPROPRIATION IN REVOLVING LOAN FUND U.D.A.G. DEPARTMENT FOR THE YEAR ENDING DECEMBER 31, 2016

          Mr. Cumston noted that this came out of Finance with a 2-0 recommendation for approval, I’ll ask for a 1st reading tonight.

ORDINANCE 2016-08 HAS HAD ITS 1ST READING

 

ORDINANCE 2016-09:

ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF MARION, BY REZONING THE FORMER CATHOLIC HIGH SCHOOL AT 1001 MT. VERNON AVE FROM AN R-1A (SINGLE FAMILY DISTRICT, LOW DENSITY) TO R-2 (GENERAL DISTRICT) (Applicant, the Woda Group/St. Mary Church)  (Public Hearing on February 16, 2016)

          Ms. Cunningham said that this came out of Zoning and Annexation, we are asking for a 1st hearing and there is a public hearing on February 16, 2016. ORDINANCE 2016-09 HAS HAD ITS FIRST READING

 

ORDINANCE 2016-10:

ORDINANCE MAKING AN APPROPRIATION IN PROFESSIONAL SERVICES FOR THE PURPOSE OF RETAINING CURRENT  TRANSIT CONSULTANT FOR THE YEAR ENDING DECEMBER 31, 2016

          Mr. Cumston noted that this came out of Finance with a 2-0 recommendation for approval, I’ll ask for a 1st reading tonight.

ORDINANCE 2016-08 HAS HAD ITS 1ST READING

          Mr. Ken Lengieza of Regional Planning spoke: The last 2 items for the Revolving Loan, they want that by the end of the month. If you can add that to the special meeting that would be great. Item 6 – ordinance 2016-08 that should be on the special meeting also, that’s an outstanding bill that needs to be paid.

 

          Mr. Cumston moved to have a special Council meeting on Thursday the 28 and Friday the 29th. I don’t care of the time. Mr. Ratliff said he can’t make it on Thursday, but can on Friday.  Mayor Schertzer suggested 6:00 p.m. Mr. Cumston said Thursday the 28th @ 6:00 p.m. Mr. Cumston said he’d transfer the entire agenda with 12 items. Ms. Cunningham said on Friday, we can do earlier. Friday @ 5:00. Mr. Thomas 2nd. Ayes all, motion carried.
