MARION CITY COUNCIL MEETING

 

 

City Hall – Council Chambers on January 11, 2016, 7:30 PM

 

ROLL CALL - 9 members answered – Mr. Cumston, Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Ms. Cunningham, Mr. Osborn, Mr. Norris, Mr. Daniels, Dr. Gray.

Mr. Cumston moved to excuse Mrs. Gustin, Mrs. Blevins 2nd. Roll call: Ayes all, motion carried. Mrs. Gustin is excused.

PLEDGE OF ALLEGIANCE

 

Summary of Proceedings from December 20, 2015 and Special Meeting of January 1, 2016. Mr. Cumston moved, Mr. Thomas 2nd. Roll Call: Ayes all, motion carried, Summary of Proceedings are accepted.

 

NEW BUSINESS:

 

Acceptance of new Committee Assignments for the years 2016-2017.

Mr. Thomas moved to approve the committee assignments, Mrs. Blevins 2nd. Roll call: Ayes all, motion carried. COMMITTEE ASSIGNMENTS ARE APPROVED

Mr. Osborn mentioned that Mr. Thomas did a good job of putting the Committees together. Mr. Thomas thanked him.

 

Mr. Cumston moved to add Ordinances 2016-02, 2016-03, Mr. Thomas 2nd, Mr. Ratliff 3rd.  Ordinances 2016-20 and 2016-03 has been added.

 

 

ORDINANCE 2016-02:

ORDINANCE AUTHORIZING THE SAFETY DIRECTOR TO EXERCISE THE EXISTING RENEWAL PROVISION IN THE AGREEMENT WITH MARION COUNTY FOR INDIGENT PERSONS CHARGED IN THE MARION MUNICIPAL COURT, AND DECLARING AN EMERGENCY

          Mr. Cumston moved to Waive Rule 56, Mr. Osborn 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to suspend, Mrs. Blevins 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to adopt, Mrs. Blevins 2nd. Mr. Osborn asked what this Ordinance is. Mr. Russell spoke: this is a renewal of a provision that was adopted by a pervious ordinance, per the State of Ohio. This is just exercising that right. Roll call: Ayes all, motion carried. ORDINANCE 2016-02 IS ADOPTED

 

ORDINANCE 2016-03:

ORDINANCE AUTHORIZING THE CLERK OF COUNCIL FOR THE CITY OF MARION TO TRANSFER CERTAIN CITY PERSONAL PROPERTY TO THE BOARD OF EDUCATION AS SAME IS NO LONGER NECESSARY FOR ANY MUNICIPAL PURPOSE

          Mr. Cumston moved to Waive Rule 56, Mr. Thomas 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to suspend, Mrs. Blevins 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to adopt, Mrs. Blevins 2nd.

Mr. Sulu Kelley 365 E. Farming spoke: what is the property? Mr. Cumston said its old microphones we no longer use.

Roll call for adoption: Ayes all, motion carried. ORDINANCE 2016-03 IS ADOPTED

 

Matters not on the Agenda:

 

          Brad Belcher 3048 Neidhart Rd. spoke on RCS – owns Residential Care Facilities, residential and commercial property, some downtown here, and some farm land. One of the biggest projects we put together is the 15 bed facility for Sober Living. We are a Tier II. We have 24 hour supervision, we drive them to work, we find the work through staffing, 12 step meeting on site, just a vast things we do. We like to see ourselves as the first stop.

. Mr. Belcher said we are doing fundraisers – we need to talk to others. Arnita Pittman, an amazing women, she is there longer than her staff, intakes, accessing, she is just amazing. I donated the property to Arnita.

 

Mr. Gray asked what we can do to help to get the word out. Brad said there is an issue with drugs. We have plans to do the detox. We have approved plans, I’m working with Paul Omniss from Behne and Behne. We have in a sense to expand the 2nd floor with more beds which is needed. The reality is still about detox. We are doing fundraisers, talking to people, so open for suggestions. The financial motive is not our goal, we want to be responsible to our community. Dr. Gray said people that at watching this, how does it benefit the City. Brad said you come in off the street and start getting their lives together. If anybody have suggestions, please do so. Any fundraisers, help us. If City Council has any ideas, please get in touch with me. Mr. Cumston asked if this is the old school on N. Main. Brad said yes.
