City Hall – Council Chambers on February 9, 2015, 7:30 PM

ROLL CALL – 9 members answered – Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Mr. Smith, Mr. Osborn, Mr. Crider, Mr. Daniels, Mrs. Gustin, Mr. Edwards.  Mr. Ratliff moved to excuse Mr. Cumston, Mr. Thomas 2nd. Roll Call: Ayes all, motion carried, Mr. Cumston is excused.

 

Mrs. Blevins moved to add Ordinance 2015-09, Mr. Thomas 2nd, Mr. Ratliff 3rd. ORDINANCE 2015-09 IS PUT ON TONIGHT’S AGENDA

NEW  BUSINESS:

 

RESOLUTION 2015-04:

RESOLUTION enacted by the City of Marion, Marion County, Ohio, hereinafter referred to as the LEGISLATIVE AUTHORITY/LOCAL PUBLIC AGENCY OR “LPA” IN THE MATTER OF THE STATED DESCRIBED PROJECT, AND APPROPRIATING FUNDS, and declaring an emergency

Mr. Thomas noted that this was in Streets & Sewers and it came out with a 3-0 approval. This is the Safe Routes to School project. We’ll be adding a bridge and some sidewalks by Taft Elem. School. This is all grant money. I’ll make a motion to suspend, Mrs. Blevins 2nd. Roll call: Ayes all, motion carried.

ORDINANCE 2014-79:

ORDINANCE AMENDING THE MARION CITY CODE MORE PARTICULARLY FINDING CHAPTER 916 NORTHWEST INTERCEPTOR SANITARY SEWER HAS SERVED ITS ORIGINAL INTENDED FUNCTION, HOWEVER IS NO LONGER NECESSARY AS THE SYSTEM HAS BEEN ABSORBED AND MADE A PART OF THE CITY'S SANITARY SEWER SYSTEM SUBJECT TO PREVIOUSLY ADOPTED CODES, REGULATIONS AND ADMINISTRATION AS SAME HAS BEEN DETERMINED TO BE IN THE BEST INTEREST OF THE CITIZENS OF MARION, OHIO

Mr. Thomas noted that this was in Streets & Sewers and it came out with a 3-0 approval. This is the NW Interceptor Sanitary Sewer that we took out and put into 911. This is no longer needed; I’ll make the motion to suspend, Mrs. Blevins 2nd. Roll call: Ayes all, motion carried.

ORDINANCE 2015-09

ORDINANCE AUTHORIZING THE SERVICE DIRECTOR TO TAKE

ALL STEPS NECESSARY TO CONDUCT A REQUEST FOR PROPOSAL PROCESS RELATED TO SPEC AND BID FOR ELECTRIC ENERGY SERVICES TO SELECTED CITY OWNED SERVICE ADDRESSES WITHIN THE CITY OF MARION, AND DECLARING AN EMERGENCY

          Mrs. Blevins said this came out of Public Utilities with a 2-0 and it’s for a spec & bid for the electric energy for city-owned services, I move to suspend, Mr. Smith 2nd. Roll call: Ayes all, motion carried.

          Mrs. Blevins moved to adopt, Mr. Smith 2nd.  Mayor Schertzer said this not only keeps the lights in City Hall, but it keeps the lights on for the 92 accounts we have. We have seen a 20% savings in the past several years. Electric has gone up everywhere in the country. We are very happy with the savings and the progress over the past 5 years. Mr. Ratliff asked if the street lights are included in this. Mayor said yes. Mr. Ratliff said one problem with the current situation that we have, there is no one good reporting system that we have. There are a massive amount of lights that are off. Mayor said sometimes you’ll drive down a street and you see it blink out, that one needs to be changed. Mr. Ratliff said some sort of maintenance plan. Mr. Russell said you were suggesting a city wide analysis, the safety director and the police chief is getting together and report those lights that are out. Those lights that are out, they can report it to Ohio Edison. Mr. Shoup said First Energy has to repair the lights in 72 hours. There are 2 ways the citizen can do it. On line, or call me with a pole number or the location of it, maybe a house number. I do this all the time. Once we turn it in, the clock starts clicking. Mr. Daniels said it’s an Ohio Edison problem. Why keep sodium based lighting, use LED’s that last 25 years. This is just a thought. Mayor Schertzer said we have met with Dan Deville, maybe these are some of the questions, and we can bounce off of him. His is starting pole evaluations; they use a scale of 1-5. 1 being the worst.  You both make very good points, it’s a Dan Deville question; maybe we can get Dan in here next month and have a dialog with him.  Mr. Edwards said he will instruct the Clerk to invite Mr. Deville at his next available meeting.
