ROLL CALL – 9 members answered – Mr. Cumston, Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Mr. Smith, Mr. Crider, Mr. Daniels, Mrs. Gustin, Mr. Edwards.  Mr. Ratliff moved to excuse Mr. Osborn, Mr. Cumston 2nd. Roll Call: Ayes all, motion carried, Mr. Ratliff is excused.

OLD BUSINESS:

 

ORDINANCE 2015-06:

ORDINANCE AMENDING THE FY 2013 CHIP HOUSING GRANT, AND DECLARING AN EMERGENCY

          Mr. Ratliff said this came out of committee with a 3-0 approval, we need to amend the 2013 grant, they are not able to spend all the money @ Metro. We need to have a public hearing.

          Evelyn Cummings, Regional Planning spoke: The Metro did not use all their funds for the tenant rental assistance, the tune of 90,000.00, which needs to be allocated. I’d suggested having it transferred to Rental habilitation. Council suggested Jobs and Family Services with the Boost program. We met with Jobs & Family Services, they were intrigued with the idea, but they did not match up with what they wanted to do right now. It seems as though the rental rehab is the only mechanism right not to utilize the grant funds. Mr. Ratliff said it mystifies me to get this grant money of 95,000, and due to staffing, they can’t utilize it. What kind of work goes involved for a Metro to go from us giving them money to them, giving the money to the people who need it. Mrs. Cummings said they have to qualify, and then inspect the unit. Once they select the property, an inspector goes in and looks at it. They get their incomes looked at every 6 months. The office in Mansfield then distributes the rent to the landlords, and then they submit to us to submit the money through the grants. Mr. Crider asked about the Veterans agencies – rental rehab for them, through the county, is there any assistance for them. Mrs. Cummings said not specifically for this money. Mrs. Gustin asked if we are at risk of losing this money. Mrs. Cummings said we could be. Mr. Edwards mentioned about the paper going around. Mrs. Cummings asked for everybody to sign it, please.

          Mr. Sulu Kelley asked about pursuing rental re-hab – what are the rules and stipulations do you want to put on that. Mrs. Cummings said this will apply for now and future applications. Rental Rehab – landlord matching funds, 50/50 up to the maximum – 30,000. Tenant – as income eligible, rent restrictions, based upon how many bedrooms. How many dollars you accept per unit. This is to help subsidize affordable housing. Met Housing is keeping 50,000 to continue the vouchers.

ORDINANCE 2015-07:

ORDINANCE TO CREATE MARION CITY CODE CHAPTER 911.201 THE CITY OF MARION SANITARY SEWER SYSTEM INCENTIVE CREDIT BY CREATING THE DISTRICT AND ADOPTING THE NECESSARY CODES, RULES AND REGULATIONS RELATED THERETO

          Mr. Thomas said this came out of S&S with a 3-0 approval, this is the connection fees, and this would allow us to give a 50% off of sewer rates. It includes all different types of categories. I would move to suspend the rules, Mrs. Blevins 2nd. Roll call: YEAS: Mr. Cumston, Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Mr. Smith, Mr. Crider, Mrs. Gustin; Abstain: Mr. Daniels.

ORDINANCE 2015-08:

ORDINANCE AMENDING MARION CITY CODE SECTION 911.13 CONNECTION FEES IN ORDER TO INCORPORATE CERTAIN SECTIONS PREVIOUSLY CONTAINED WITHIN MARION CITY CODE 916

          Mr. Thomas said this came out of S&S with a 3-0 approval; This is just housekeeping, we had this section in 916, we’d like to repeal that 916 and put that verbiage in section 911. I move to suspend, Mrs. Blevins 2nd. Roll Call: Ayes all, motion carried.

RESOLUTION 2015-02:

PICK–UP RESOLUTION - EXISTING PICK–UP PLAN - RESTATED RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARION OHIO

          Mr. Cumston said this came out of Finance with a 2-0 approval, I move to suspend, Mr. Thomas 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to adopt, Mr. Thomas 2nd. Roll call: Ayes all, motion carried. RESOLUTION 2015-02 IS ADOPTED

 

RESOLUTION 2015-03:

RESOLUTION AUTHORIZING THE AUDITOR TO TRANSFER APPROPRIATED GENERAL FUND MONIES TO PARKS, TRANSIT, POLICE, FIRE AND DISPATCH AND ANY OTHER FUNDS APPROVED BY COUNCIL FOR THE YEAR ENDING DECEMBER 31, 2015

          Mr. Cumston said this came out of Finance with a 2-0 approval, I move to suspend, Mr. Thomas 2nd. Roll call: Ayes all, motion carried.
