Summary of Proceedings from August 25, 2014; Mr. Cumston moved, Mrs. Gustin 2nd. Roll Call: Ayes all, motion carried, Summary of Proceedings is accepted.

 

 

 

Mr. Scott Ballinger of Aqua Ohio spoke: Rate Case – it looks like 2 cents a day increase. $7.00 more for each customer per year. Could it change, that’s what it looks like right now. Updates on the mains –Scioto Street is finished, Leader St. is finished. LaTourette and N. State – the mains are on the ground. So far 9 projects almost completed, estimated cost is 3 million. St. Rt. 309 September 15 starts for 20” coming in on the west of town and hopefully done by mid – November. Continue to invest in Marion. It will be around 2.9 million done in Marion Ohio. Mr. Ratliff asked about the % on the rate case. Mr. Ballinger said we asked for 7.3, it looks like .1% now.

OLD BUSINESS:

 

 

 

ORDINANCE 2014-56:

 

ORDINANCE AMENDING ORDINANCE 1969-29, COMMONLY KNOWN AS THE YARGER REPORT BY CREATING TWO (2) POSITIONS WITHIN THE DEPARTMENT OF PUBLIC SAFETY, SPECIFICALLY AN INFORMATION TECHNOLOGY (“IT”) SPECIALIST 1 & 2  POSITIONS, ESTABLISHING SALARY AND BENEFITS FOR SAID POSITIONS AND DECLARING AN EMERGENCY

 

            Mr. Cumston stated that this came out of Municipal Services Committee with a 3-0 recommendation. Mr. Cumston asked if there are any updates. Mayor stated he believes there are none. All we are doing is creating the positions that don’t exist. Mr. Osborn asked if you select people in these positions, it will be city-wide. Mayor Schertzer said yes – available to every department.

 

          Mr. Cumston moved to adopt, Mr. Smith 2nd. Roll call: Ayes all, motion carried. ORDINANCE 2014-56 IS ADOPTED.

 

 

 

ORDINANCE 2014-59:

 

ORDINANCE MAKING RE-APPROPRIATION IN THE POLICE FUND FOR OVERTIME FOR THE YEAR ENDING DECEMBER 31, 2014

 

          Mr. Cumston stated that this came out of Finance Committee with a 3-0 recommendation for approval. Motion to suspend, Mr. Osborn 2nd. Roll call: Ayes all, motion carried.

 

          Mr. Cumston moved to adopt, Mr. Smith 2nd. Roll call: Ayes all, motion carried. ORDINANCE 2014-59 IS ADOPTED.

 

 

 

Matters not on the Agenda:

 

 

 

Mayor Schertzer said we have been without a City Engineer for a while now, we found 2, they have been offered them. What we are finding out through this process, the pay grades are somewhat lower, than what PE’s are currently receiving. I ask you to consider adjusting the pay grade for the City Engineer. I think you all know that Mr. Shoup is a PE, we do have somebody. The City of Marion does require a full time engineer in that office. We have looked at other cities; they contract the entire engineering dept. We do some contract work, which works for us, because of the size of our engineer dept. I believe we need somebody up there full time. If you have any questions, please call me.

 

 

 

Mr. Sulu Kelley asked about the Popcorn Festival. When will we know how much the Popcorn Festival has cost the city? Mayor Schertzer said it only ended 2 days ago; we are getting those numbers in – hopefully by the end of the month, or by the 1st council meeting in October. We have always provided those #’s to Council. On average, it’s about 15,000.00. That would be considered in-kind contributions.

 

 

 

            Mr. Daniels said to sit on the Popcorn Committee – that is an enormous job. Every time this conversation comes up, it sounds like it’s mitigating our cost. I personally think that the Popcorn Festival is one of the good things that happen in the City. They come from everywhere to come to the Festival. I support this; I don’t mind some of my taxes going to support the Festival.
