ORDINANCE AUTHORIZING ADMINISTRATION TO PARTICIPATE IN THE COST IN-KIND ALLOCATION PLAN AND ACCEPT THE UPDATED 2014 BUDGET FOR THE MARION AREA TRANSIT SYSTEM, MARION OHIO, AND DECLARING AN EMERGENCY
WHEREAS, Council understands that the City of Marion and Marion Area Transit (“MAT”) has had financial burdens in the past several years, and
WHEREAS, RLS has developed an in-kind cost allocation plan to allow MAT to claim a portion of employee salaries and benefits paid for from non-transit city budgets, however benefit transit to be counted as local match for MAT.
NOW THEREFORE, BE IT ORDAINED, by the Council of the City of Marion, Marion County, Ohio.
Section 1. The Council hereby grants authority in the name of the City of Marion, Ohio to participate in Cost In-Kind Allocation Plan and to accept the attached updated 2014 budget amendment for MAT.
Section 2. That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council, and of any of its committees that resulted in such formal action, were in meetings open to the public in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.
Section 3. This Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public health, welfare and safety of the City of Marion and the inhabitants thereof and for the further reason that it is necessary to update MAT’s 2014 budget, and as such, shall take effect and be in force immediately upon its passage and approval by the Mayor provided it receives the affirmative vote of all members elected to Council; otherwise it shall become effective from and after the earliest period allowed by law.
