ORDINANCE AUTHORIZING AN ADDITIONAL APPROPRIATION FROM THE GENERAL FUND TO MARION AREA TRANSIT (MAT) AND AUTHORIZING THE AUDITOR TO TAKE ALL NECESSARY STEPS TO SETUP THE FUNDING FOR THE GRANT MANAGEMENT CONSULTANT AND AUTHORIZING THE SERVICE DIRECTOR TO ENTER INTO CONTRACT WITH THE ODOT APPROVED AND IDENTIFIED CONSULTANT AND DECLARING AN EMERGENCY

WHEREAS, upon the recommendation of funding agent ODOT acquiesces and determines there is a need to retain a Grant Management Consultant,

BE IT ORDAINED by the Council of the City of Marion, Marion County,
Ohio;

Section 1. The Service Director is authorized to enter into a contract for the balance of the calendar year 2013 with an ODOT approved company, RLS & Associates, for the Grant Management Consultant work at their urging and direction.

Section 2. That there be an additional appropriation made from the General Fund in the amount of $51,192.00 to the Transit Fund to provide the necessary funding for the contract costs referenced in Section 1.

Section 3. That this ordinance is hereby declared an emergency measure for the welfare and safety of the City of Marion and the inhabitants thereof and for the further reason that it is necessary for the daily operation of the city; due to need to act immediately given the opportunity that presents itself and is necessary to keep MAT in compliance with ODOT, and as such, shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it received the affirmative vote of two-thirds of all members elected to council; otherwise, it shall become effective from and after the earliest period allowed by law.
