ORDINANCE AUTHORIZING THE SERVICE DIRECTOR TO PREPARE SPECIFICATIONS AND ADVERTISE FOR BIDS FOR AN INDUCTIVELY COUPLED PLASMA OPTICAL EMISSION SPECTROMETER BY THE DIVISION OF WATER POLLUTION CONTROL AND DECLARING AN EMERGENCY
WHEREAS, Council finds the need to replace the Flame Atomic Absorption Spectrometer that the WPC Division uses. The 12 year old Spectrometer in operation now has become obsolete, and will not be covered by service contracts.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Marion, Marion County, State of Ohio, that:
Section 1. That the Service Director be and is hereby authorized and directed to prepare specifications and advertise for bids for an Inductively Coupled Plasma Optical Emission Spectrometer to be used by the Division of Water Pollution Control, to replace an outdated model.
Section 2. That the cost of the Inductively Coupled Plasma Optical Emission Spectrometer shall be payable from the Sanitary Sewer Replacement Capital Equipment fund 502.5002.5304.
Section 3. This Ordinance is hereby declared to be an emergency measure necessary for the welfare of the City of Marion and inhabitants thereof; Due to the real and present need to move forward without delay, to comply with EPA requirements; and as such shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council, otherwise it shall become effective from and after the earliest period allowed by law.
