ROLL CALL – 8 members answered –Mr. Thomas, Mrs. Blevins, Mr. Smith, Mr. Osborn, Mr. Daniels, Mrs. Gustin, Mr. Schaber, Mr. Edwards.
Mr. Edwards welcomed Mrs. Blevins back. Mr. Thomas moved to excuse Mr. Cumston, Mr. Smith 2nd. Roll call: Ayes all. Mr. Cumston is excused; Mr. Ratliff is running late.

Mr. Dan Deville of FirstEnergy Service Company explained the procedure of calling in bad street lamps. He handed out forms for persons to use.
Mr. Ratliff arrived @ 7:40 p.m.

RESOLUTION 2012-15:
RESOLUTION AUTHORIZING PARTICIPATION IN THE OHIO DEPARTMENT OF TRANSPORTATION COOPERATIVE PURCHASING PROGRAM, AND DECLARING AN EMERGENCY
Mr. Thomas said this came out of Streets & Sewers with a 2-0 recommendation for approval; I’ll make a motion to suspend, Mr. Smith 2nd. Roll Call: YEAS: Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Mr. Smith, Mr. Osborn, Mr. Daniels, Mrs. Gustin, Mrs. Schaber; NAYS: None.

ORDINANCE AUTHORIZING AND DIRECTING THE SERVICE DIRECTOR TO ENTER INTO CONTRACT WITH UNDERGROUND UTILITIES FOR THE OAK STREET SEWER IMPROVEMENTS, PROJECT 10-2S, FOR THE CITY OF MARION, OHIO AND DECLARING AN EMERGENCY

Mr. Ratliff asked about the trees on Oak Street – will they be removed. Engineer Terry Lively spoke: The trees on the tree lawn will be removed. A few smaller ones will be able to remain. The older ones, we will be cutting those roots, so they will die, so we will cut them down. Mrs. Gustin asked about the tree removal, is it in the budget. Mr. Lively said yes.

ORDINANCE AUTHORIZING THE SERVICE DIRECTOR TO PREPARE SPECIFICATIONS AND ADVERTISE FOR BIDS FOR THE FOLLOWING MATERIALS AND PROJECTS: CONCRETE, HIGH CALCIUM QUICK LIME AND THE TRANSPORTION AND DISPOSAL OF RESIDUALS FOR THE DIVISION OF WATER POLLUTION CONTROL AND DECLARING AN EMERGENCY

Mrs. Gustin asked about the residuals. Mr. Shoup said the residuals will be with a local farmer.

ORDINANCE 2012-37 IS ADOPTED

MATTERS NOT ON THE AGENDA
Mr. Ratliff asked about the restrooms @ Lincoln Park – when will they be opened? The port-a-potties that are there are atrocious. Mrs. Jeannie Brewer spoke: Because of the budget, the restrooms won’t be opened until Memorial Day weekend. Also the baseball, adult leagues, the travel teams over the weekend could explain why the port-a-pots were in bad shape. Typically the cleaning is once a week for the port-a-potties.
Mr. Ratliff said that cleaning is once a week is not sufficient. Mrs. Brewer said we can talk with those people.
Mrs. Gustin asked if out restrooms are cleaned daily. Mrs. Brewer said yes.
Mrs. Brewer said we are having an open house this Wednesday. It’s an opportunity for you to come in and meet some of the staff. We are going to ask for a $10.00 donation for the families that can’t afford it. It is tax deductable.
Mr. Charlie Blevins, 220 Blain Ave. I’m offended with the 10.00 requirement.
Mr. Gary Deeter, 508 Reed Ave. spoke about freezing the CanDo assets.
