ORDINANCE AUTHORIZING THE SAFETY DIRECTOR FOR THE CITY OF MARION, ON BEHALF OF THE MARION MUNICIPAL COURT, TO ENTER INTO CONTRACT WITH TRECA FOR DATA INFRASTURECTURE REPLACEMENT WITHIN CITY HALL AND DECLARING AN EMERGENCY

WHEREAS, the Administration has been advised by the Judge of the Municipal Court she is under a time obligation by the State Supreme Court to implement electronic case filing and processes. Evaluation by the Court's intellectual technology contractor has revealed the current existing data infrastructure is not able to adequately perform the intended function and must be replaced, and

WHERAS, the Court has identified TRECA, an Ohio Governmental entity recognized as an ITC under 3301.075 organized under Chapter 167 as a Regional Council of Governments, as a contractor able to provide for the data infrastructure replacement within the City Hall building,

BE IT ORDAINED by the Council of the City of Marion, Marion County, Ohio

Section 1. The Council finds it necessary, in response to the request of the Judge of the Municipal Court working with the City Safety Director, to authorize said Safety Director to enter into contract with TRECA, an Ohio Governmental entity recognized as an ITC under 3301.075 organized under Chapter 167 as a Regional Council of Governments, for the replacement of Data Infrastructure at a cost not to exceed $74,034.66, payable from the Municipal Court Computer/Data Replacement Fund. Said contract providing for ensuring the City Hall system has all the necessary functionality to enable smooth seamless communication between the various Dept. 's and offices in an inter/intra office networking system providing for maximum integration


Section 2. That this ordinance is hereby declared an emergency measure necessary for the immediate preservation of health, welfare and safety of the City of Marion and the inhabitants thereof and for the further reason it is necessary for the daily operation of said City, as there is an existing deadline requiring no further delays in the replacement of long outdated technology; and shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise, it shall become effective from and after the earliest period allowed by law.
