ROLL CALL – 8 members answered – Mr. Thomas, Mrs. Blevins, Mr. Smith, Dr. Gilsdorf, Mr. Hines, Mrs. Gustin, Mr. Schaber, Mr. Edwards. Mr. Thomas moved to excuse Mr. Ratliff and Mr. Cumston, Mrs. Blevins seconding. By a voice vote all members voted in approval to excuse Mr. Ratliff and Mr. Cumston.

Mrs. Blevins stated that this came before committee with a 3-0 recommendation for approval, I’d like a first reading this evening. ORDINANCE 2011-76 HAS HAD ITS FIRST READING

Matters not on the Agenda

Mr. Sulu Kelley, 365 E. Farming inquired about the sewer plant, maybe plant some trees out there. Mayor Schertzer said we can look into that. Also the Popcorn festival expenses. We should, the City recoup the cost.
Dave Troutman, 1020 Bexley Ave. – thank you for fixing Edwards St. We are still in trouble – carryover under ¼ million dollars come Jan. 1st, what are we going to do about it. Mayor Schertzer said we are working with the dept. heads to get the 500,000.00 for next year. The Auditor’s office is working on the de-appropriation ordinance. We are looking at other things as well, and I’ll bring that forward once we get everything finalized.
Brett Bowers 4647 Marion Waldo Rd. spoke about his 14 properties in Marion. Spoke about the old Baldauf and the old Y, we had theft in both areas. We cannot cut the police force. We have to be pro-active.
Mayor Schertzer said Mr. Bower has spoken to me about this. Patrols are very important. The surveillance cameras you have out there were very good. Community Policing is very important in crime fighting.
Dr. Gilsdorf said it’s very important not to cut Police and Fire, and heard rumors to that there will be cuts after the 1st. Stop traffic stops, concentrate on solving the crimes, I think we can do better.
Mr. Bowers said I know you have a budget, I want it on record that you are not going to cut the budget of the Police Dept. Mayor Schertzer said I don’t make decisions based on rumors. We have a long way to go for the 2012 budget. Mr. Bowers said if there are layoffs in the Dept after election, that’s not going to be OK with me or with the people. We need more police officers, and need more fire. Second issue is Jobs – you call people. Dr. Gilsdorf said I agree with you. I have spoken out against CANDO, 200,000 to CANDO. We need to be more pro-active, from sitting here on City Council, I can’t do much about it.
Mr. Lengieza said most of Delaware’s growth is Columbus. As far as industrial growth, we are right up there with Columbus. These are just facts. It’s hard comparing Marion to a suburb of Columbus. Mr. Bowers said Jobs is the answer. You have to go out and get jobs. If you don’t like CANDO – get rid of them. You have to call, text and get in touch with people.
