ORDINANCE AUTHORIZING THE CITY OF MARION TO SEEK REQUEST FOR PROPOSALS FOR A STUDY OF SAWYER LUDWIG PARK ACCESS AND EVALUATE THE PROPOSAL, AND DECLARING AN EMERGENCY


WHERAS, the City of Marion and Marion County have received Community Development Block Grant (CDBG) funding for a study, including road, bicycle and pedestrian access to and through sawyer Ludwig Park; and

WHEREAS, the City of Marion desires to seek Request for Proposals from qualified firms to assist in part of this study with the City’s share being 8,000; and

BE IT ORDAINED, by the Council of the City of Marion, Ohio:

Section1. The Council authorizes the Planning Director working with the Service Director and Parks Director to request proposals.

Section 2. That the City of Marion hereby approves the Planning Director, service Director or designee, and Parks Director along with the County Parks Chairman, and County Engineer or designee to evaluate and recommend a consulting form to be approved by the Council and County Commissioners.

Section 3. This ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, welfare, and safety of the City of Marion and the inhabitants thereof and for the further reason that a timely request will give additional time for the study and coordination with the City Parks and County Parks Commission; and as such, shall take effect immediately upon its passage and approval by the Mayor provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise, it shall become effective from and after the earliest period allowed by law.
