RESOLUTION OF INTENT TO USE CAPITAL FUND MONIES FOR THE PROPOSED AQUATIC CENTER AT LINCOLN PARK, AND DECLARING AN EMERGENCY
WHEREAS, the Council approved Ordinance 2011-24 by establishing a Capital Fund (Aquatic Center Fund) to provide for expenses related to the Lincoln Park Pool and/or Aquatic Center; and
WHEREAS, the proposed Aquatic Center will be totally self-sufficient by the monies received from the Hospital lease; receiving no subsidization by the city's General Fund, as the existing pool did in years past (except for necessary advance start-up costs).
BE IT ORDAINED, by the Council of the City of Marion, Marion County, Ohio:
Section 1. That the proposed Aquatic Center shall be self-sufficient, and that the monies received from the Hospital lease shall be used for the benefit of the proposed Aquatic Center.
Section 2. That necessary advance start-up monies would be available.
Section 3. That this resolution is hereby declared to be an emergency measure necessary for the welfare of the City of Marion and the inhabitants thereof, and shall take effect and be in force immediately upon its passage and approval by the Mayor given the immediate need to start the site preparation without a delay so the 2012 pool season be interrupted as little as possible; provided it receives the affirmative vote of two thirds of all members elected to Council, otherwise, it shall become effective from and after the earliest period allowed by law.
