MARION CITY COUNCIL SPECIAL MEETING

ROLL CALL – 9 members answered – Mr. Cumston, Mr. Thomas, Mrs. Blevins, Mrs. Masters, Dr. Gilsdorf, Mr. Hines, Mr. Gustin, Mr. Schaber, Mr. Edwards.

Mr.Cumston moved to excuse Mr. Ratliff, Dr. Gilsdorf seconding, by a voice vote all members excused Mr. Ratliff.

ORDINANCE 2011-36
ORDINANCE RATIFYING, AUTHORIZING AND APPROVING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF MARION AND THE FRATERNAL ORDER OF POLICE, OHIO LABOR COUNCIL, INC., FOR THE COMMUNICATIONS OFFICERS (COCO) BARGAINING UNIT, INCORPORATING NEGOTIATED CONCESSIONS AND DECLARING AN EMERGENCY
Mr. Cumston – 2-0 recommendation to send onto Council. Substantial cuts, and their willingness to serve, I make the motion to adopt, Mrs. Blevins seconding. Dr. Gilsdorf said this is separate from any future cuts. Mr. Cumston said that all of these will be automatic re-openers pertaining to the condition of the City. Dr. Gilsdorf asked about the 5 layoffs. Mayor Schertzer said yes. Roll call for adoption: YEAS: Mr. Cumston, Mr. Thomas, Mrs. Blevins, Mrs. Masters, Dr. Gilsdorf, Mr. Hines, Mr. Gustin, Mr. Schaber; NAYS: None. ORDINANCE 2011-36 IS ADOPTED.

ORDINANCE 2011-37
ORDINANCE RATIFYING, AUTHORIZING AND APPROVING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF MARION AND THE FRATERNAL ORDER OF POLICE, OHIO LABOR COUNCIL, INC., FOR THE BLUE BARGAINING UNIT, INCORPORATING NEGOTIATED CONCESSIONS AND DECLARING AN EMERGENCY.
Mr. Cumston– 2-0 recommendation to send onto Council. I’m supporting this. Mrs. Blevins seconding. Roll call for adoption: YEAS: Mr. Cumston, Mr. Thomas, Mrs. Blevins, Mrs. Masters, Dr. Gilsdorf, Mr. Hines, Mr. Gustin, Mr. Schaber; NAYS: None. ORDINANCE 2011-37 IS ADOPTED

ORDINANCE 2011-38
ORDINANCE RATIFYING, AUTHORIZING AND APPROVING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF MARION AND THE FRATERNAL ORDER OF POLICE, OHIO LABOR COUNCIL, INC., FOR THE GOLD BARGAINING UNIT, INCORPORATING NEGOTIATED CONCESSIONS AND DECLARING AN EMERGENCY.
Mr. Cumston – 2-0 recommendation to send onto Council. The same as Item 1 and 2. We certainly appreciate what you do. This is not the first time they have made cuts to stay within their budget. Thank you. I make the motion to adopt, Mrs. Blevins seconding.
Dr. Gilsdorf asked if there will be layoffs in the future, the blue and gold are separate as far as layoffs are considered. Does it always come off the street unit? Mr. Robbins said the city can lay off by classification. You can lay off the gold unit, and lay off the blue. You can do that. Dr. Gilsdorf said that we always lose street policemen. Mr. Robbins said if you lay off in the gold unit, the contract allows them to bump down to a lower. Dave Troutman said when somebody is bumped down; somebody has to do that job. Major to a Lt., somebody still has to do that job.
Dale Osborn said that the safety forces are the most important services.
Mayor Schertzer thanked the 3 units. They have consistently come to the table and talked. This is their proposal you are voting on. I am meeting with the Chief tomorrow and continue to talk about the 5 layoffs. They are still willing to change things.
Dr. Gilsdorf said as far as I know, nobody on City Council suggested or dictated or made it a point of how the cuts should be made. It’s not within our job to negotiate. We either say yes or no on what is presented to us.
Mr. Hines asked about the hard date. Mayor Schertzer said Sunday, May 8.
