ORDINANCE AUTHORIZING THE SAFETY DIRECTOR TO ENTER INTO CONTRACT WITH MBI SOLUTIONS THE LOWEST AND BEST PROPOSAL FOR EMS BILLING AT THE FIRE DEPARTMENT AND DECLARING AN EMERGENCY.

WHEREAS, the Administration conducted an RFP bid and spec process to find the best provider to provide professional services to the City for EMS Billing; and

WHEREAS, MBI Solutions of Kettering, Ohio has met all qualifications Administration has sought and was the lowest and best offer received,

WHEREAS, the Council finds it in the best interests of the citizens of Marion to enter into contract with MBI Solutions of Kettering, Ohio.

BE IT RESOLVED by the Council of the City of Marion, Marion County, Ohio:

Section 1: The Safety Director is authorized to enter into contract with MBI Solutions of Kettering, Ohio as Council finds said firms proposal to be the lowest and best proposal received in the EMS Billing spec and bid process.

Section 2. That this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the health, welfare and safety of the City of Marion and the inhabitants thereof, due to the real and present need to move forward without delay to assure that the City has EMS Billing, due to present contract with Ohio Billing will expire June, 30, 2011; and as such shall take effect and be in force immediately upon its passage and approval by the Mayor, provided it receives the affirmative vote of two-thirds of all members elected to Council; otherwise, it shall become effective from and after the earliest period allowed by law.
