MARION CITY COUNCIL SPECIAL MEETING


City Hall – Council Chambers on April 26, 2011, 8:08 PM

ROLL CALL – 7 members answered – Mr. Cumston, Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Mrs. Masters, Mrs. Gustin, and Mr. Edwards. Mr. Cumston moved to excuse Dr. Gilsdorf, Mr. Hines, Mr. Schaber, Mr. Ratliff seconding. By a voice vote all members voted to excuse all three councilpersons.

PLEDGE OF ALLEGIANCE

New Business:

ORDINANCE 2011-36
ORDINANCE RATIFYING, AUTHORIZING AND APPROVING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF MARION AND THE FRATERNAL ORDER OF POLICE, OHIO LABOR COUNCIL, INC., FOR THE COMMUNICATIONS OFFICERS (COCO) BARGAINING UNIT, INCORPORATING NEGOTIATED CONCESSIONS AND DECLARING AN EMERGENCY.
Mr. Cumston – 2-0 recommendation to send onto Council. We are going to request a first reading this evening. We want to go over this more.
Mr. Ratliff – what is the expiration date on all the contracts including the fire. Mayor Schertzer – 2014 on the first one. Item 2 and 3 was a 2 year extension. The fire is Dec. 13 as well. Mr. Ratliff said I wanted to make sure that Administration is aware of the expiration dates. Mayor Schertzer said yes we are aware of it. ORDINANCE 2011-36 HAS HAD ITS’ FIRST READING

ORDINANCE 2011-37
ORDINANCE RATIFYING, AUTHORIZING AND APPROVING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF MARION AND THE FRATERNAL ORDER OF POLICE, OHIO LABOR COUNCIL, INC., FOR THE BLUE BARGAINING UNIT, INCORPORATING NEGOTIATED CONCESSIONS AND DECLARING AN EMERGENCY.
Mr. Cumston – 2-0 recommendation to send onto Council. We are going to request a first reading this evening, also.
Mr. Ratliff – 5 officers are going to get laid off. This is unacceptable to me – I would do anything in my power not to lay off safety forces. I cannot support that.
Tracy Cooprider, have you looked at all concessions, is this the bottom line? If 2012 comes around, and you still have budget issues, it will be layoffs. Mr. Troutman said it may or it may not, we’ll have to sit down again. ORDINANCE 2011-37 HAS HAD ITS’ FIRST READING

ORDINANCE RATIFYING, AUTHORIZING AND APPROVING THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF MARION AND THE FRATERNAL ORDER OF POLICE, OHIO LABOR COUNCIL, INC., FOR THE GOLD BARGAINING UNIT, INCORPORATING NEGOTIATED CONCESSIONS AND DECLARING AN EMERGENCY.
Mr. Cumston – 2-0 recommendation to send onto Council. We are going to request a first reading this evening as well.
Mr. Ratliff – not stamping my seal of approval on any of these. What cuts are painful and what cuts are less painful. We can look into things such as meeting with the Judge of the Municipal Court. Look at CanDo; possibility getting with the County or any school and combine health insurance. Revenue builder Jay McDonald had said about an impound yard. We have an area with a fence around it now, we can generate money there. Combining our safety and service director. Going down to 1 assist. Law director and 1 administrative assist. In the Law Director’s office. Share one secretary between the service and the office of the Mayor.
Major Bill Collins – this should have been started in January and not now when we are under crunch time. Each and every day this goes on and we don’t start saving money, cutting our budget, that means that many offices down the line. We chose early on to negotiate together, nobody took likely that the fact that 5 officers would be laid off. I don’t know what kind of timetable you’re on. We fought through this in the last 2 weeks.
Mr. Cumston said we will meet again this week and next week, it will be expedited.
Mr. Ratliff – asked to come up with a certain number. I’d like to find other money to meet your goal – hand and hand.
Mayor Schertzer – I asked every bargaining to take everything, I don’t believe anyone would be losing their job, if all had taken all the concessions.

Mr. Thomas asked to schedule a Special Council meeting on Thursday, April 28, @ 7:00 pm, Mrs. Blevins seconding.
