RESOLUTION EXPRESSING THE COUNCIL FOR THE CITY OF MARION'S FINDING THAT A WEATHER RELATED NATURAL DISASTER OCCURRED IN THE EARLY MORNING HOURS OF FEBRUARY 28, 2011 AND AUTHORIZING THE MAYOR OR HIS DESIGNEE TO COMPLETE ALL PROCESSES AVAILABLE TO ASSIST THE CITIZENS OF THE CITY AS THEY RECOVER FROM THE STORM RELATED DAMAGES AND DECLARING AN EMERGENCY

 

WHEREAS, during the early morning hours of February 28, 2011 the community suffered the impact of a major weather related natural disaster and continues to recover from same, and

 WHEREAS, the Council finds it necessary and prudent on behalf of the citizens of the City of Marion to express and declare its finding that the aforementioned weather related natural disaster has caused significant real and personal property damage throughout the City, and

 WHEREAS, the Council and Mayor hereby find it necessary to authorize City Administrators work with local, state and federal government agencies to enable, facilitate and assist the community, its residents and property owners as they work to recover from the impact of this weather related natural disasters,

 BE IT ORDAINED by the City of Marion, Marion County, Ohio,

 Section l . That the Mayor and/or his Designee is hereby authorized to take all actions necessary to assist Marion residents and property owners in their recovery from the February 28, 2011 weather related natural disaster, the Council finding and hereby declaring said event and the effects there from to be a weather related natural disaster.  Further, the Mayor and City Administrators are authorized to complete each and every action necessary in cooperation with local, state and federal governments and/or agencies to provide direct assistance to those citizens who have suffered harm as a result of the aforementioned disaster,

           Section 2. That this resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public safety of the City of Marion and the inhabitants thereof and for the further reason that it is necessary due to the imminent closing deadline and need to reduce the City’s outstanding liability, resolution shall take effect and be enforced immediately upon its’ passage and approval by the Mayor, provided it receives the affirmative vote of two thirds of all members elected to Council; otherwise it shall become effective from and after the earliest period allowed by law.
